PANEL DISCUSSION: Exploring and Producing Gas: Economics of Developing Africa‘s Gas Sector

Long considered a by-product of oil production, natural gas is becoming a prized commodity across Africa. However, and while monetising gas has become an integral part of Africa‘s energy ambitions, the economics of gas make projects a lot more complex to finance and execute. To unpack the dynamics of Africa‘s gas sector, we bring together the leading gas explorers, producers, and asset developers on the continent.

Key areas of discussion:
•    What are the critical infrastructure needs for developing natural gas resources in Africa, and how can regional cooperation enhance infrastructure development to improve market access and export opportunities?
•    How can natural gas exploration and production in Africa be conducted sustainably, considering environmental impacts and community interests? What strategies can companies adopt to gain and maintain social license to operate?
•    What role does technological innovation play in enhancing the efficiency and cost-effectiveness of natural gas exploration and production in Africa? How can African countries leverage technological advancements to optimize resource extraction?
•    With the global shift towards renewable energy sources, what are the implications for natural gas exploration and production in Africa? How can African countries position themselves to navigate these market dynamics and maximize the value of their natural gas resources?

PANEL DISCUSSION   Local Content: Exploring Regional Cooperation Avenues to Incentivise Foreign Investments and Maximise Local Value

As local content requirements become more stringent, African countries must ensure that regulations strike an appropriate balance between building local-industry capacity and reducing costs without deterring foreign investments. In this conundrum, regional cooperation offers attractive opportunities for knowledge sharing, technology transfers and the sharing of best practices. We bring together organisations and representatives from some of the continent's most active services associations to discuss the right balance between protecting and growing local industries while remaining attractive to foreign investments across the value-chain.

Key areas of discussion:
•    What are the critical elements of an effective local content policy in the African hydrocarbons industry, and how can governments ensure successful implementation to maximize local participation and benefits?
•    How can African countries collaborate regionally to enhance skills development and training programs tailored to the needs of the hydrocarbons sector, ensuring a skilled workforce capable of supporting local content goals?
•    What strategies can be employed to facilitate technology transfer and promote local innovation in the African hydrocarbons industry, and how can regional cooperation support these efforts?
•    How can regional integration and collaboration among African countries strengthen the local supply chain for the hydrocarbons sector, from upstream exploration to downstream services and manufacturing?

PANEL DISCUSSION: Financing the African Upstream

Africa’s oil production has dropped significantly over the past decade on the back of instability in parts of the continent and an increasingly challenging access to capital. The African Upstream is diversifying with new local and international entrants but all face the same common challenge of securing the financing for their exploration campaigns and field development plans. To address the financing needs of African operators, we gather financiers and CFOs from leading African E&P companies to find solutions that can bridge the financing deficit on the continent. What are the key challenges to financing African E&P projects?

Key areas of discussion:
•    How have investment trends in the African upstream oil & gas sector evolved in recent years, and what factors influence investor risk appetite in different regions of Africa?
•    What is the role of trading houses in financing upstream oil & gas projects in Africa, and how can their involvement be optimized?
•    What alternative financing models (e.g., project finance, equity partnerships, joint ventures) are emerging within the African upstream oil & gas industry, and how do they address the unique challenges of financing oil & gas projects in the region?
•    How do regulatory stability and fiscal policies in African countries impact the availability of financing for upstream oil & gas projects? What measures can governments take to attract more investment while ensuring sustainable development and fair revenue sharing?

Capital for gas: challenges and opportunities of financing an African gas-based energy transition

With African gas ambitions on the rise, the financing needs of drilling for gas, processing it and distributing it are on the rise and require a different approach to project financing and capital raising. What are the particularities of African gas projects and who will finance them? We bring financiers, investors and gas developers around a fresh and new conversation on the challenges and opportunities of financing a gas-enabled energy transformation in Africa.

Key areas of discussion:
•    What are the key factors influencing investor confidence in financing natural gas projects in Africa, and how can risks related to regulatory, political, and market volatility be effectively managed?
•    How significant is the role of multilateral and bilateral financing institutions in supporting natural gas projects in Africa, and what strategies can be employed to increase their involvement and impact?
•    What innovative financing instruments (e.g., green bonds, project bonds, blended finance) are emerging to support natural gas projects in Africa, and how can they be tailored to address the specific needs of the sector?
•    How can financing for natural gas projects in Africa contribute to local content development and meaningful community engagement? What are the best practices for ensuring that financing benefits local communities and promotes sustainable development?
