Dr. Tshepo Mokoka

Group COO Central Energy Fund (CEF)

Dr. Tshepo Mokoka has considerable experience in strategic entity oversight and stewardship of complex policy and operational processes from his role as a Special Advisor to the Minister of Science and Technology and the Minister of Tourism. In these positions, he also provided expert advice within the Economics Cluster in government to inform sectoral and country growth strategies, including the energy sector. He has professional expertise in macroeconomic and financial modelling and has published several academic articles in internationally recognised peer-reviewed journals. 

Dr. Mokoka’s responsibilities as Group COO entails supporting the Group CEO in strategy development and execution as well as improving the operational efficiency of the CEF Group. During this transitional period, Dr Mokoka is also serving as the Interim CEO for Petroleum Agency SA, a subsidiary of CEF which is responsible for the regulation of the petroleum exploration and production.

Future-proofing Africa’s Gas Infrastructure: Trends and Outlook in Finance and Sustainability   
The pipeline of large, medium and small-scale gas projects has never been stronger in Africa. Over the past few years, gas development ambitions have grown, supported by renewed E&P activity and pragmatic energy transition plans. But as Africa develops its gas infrastructure, it must ensure that its value-proposition is relevant and future-proof to attract global capital. This session gathers project developers, engineering companies and technology providers to discuss about gas projects development trends and highlight the business models and operational strategies that can make African gas projects attractive to capital.  

Key areas of discussion: 
•    How can African countries leverage technological advancements in gas infrastructure to enhance efficiency, reduce operational costs, and improve environmental sustainability?
•    What are the key risks associated with financing gas infrastructure projects in Africa, and how can stakeholders (governments, investors, development banks) collaborate to mitigate these risks?
•    What role do PPPs play in financing and developing gas infrastructure projects in Africa, and how can governments attract private sector investment while ensuring equitable benefits and sustainability?
•    To what extent can regional cooperation and integration initiatives accelerate the development of cross-border gas infrastructure in Africa, and what are the main challenges that need to be addressed to achieve this?

REGIONAL PANEL DISCUSSION To What Extent Can Gas Anchor New Energy Corridors in West Africa?

From Mauritania to Nigeria, West Africa is endowed with vast yet undeveloped gas resources that could support its industrialisation and the expansion of its power infrastructure. As large cross-border gas ventures take shape, we gather the public and private sector around a unique regional conversation unpacking the potential of virtual and physical gas pipelines, small- and large-scale LNG projects, and cross-border gas trade amongst Africa’s fastest-growing economies.  We highlight the overarching issue of securing capital at scale and provisions made to financing gas infrastructure.  

 

Key areas of discussion:  

How can West African countries collaborate to develop and expand regional natural gas infrastructure, such as virtual/physical pipelines and LNG terminals, to enhance trade and supply reliability? 

What are the critical steps needed to harmonize policy and regulatory frameworks across West African countries to facilitate smooth natural gas trade and investment? 

What measures should be implemented to mitigate the environmental and social impacts associated with natural gas extraction and transportation in West Africa, and how can regional cooperation enhance sustainability?
